Martyr Arsalan Shekho Khaland was born in 1974 in the Sidekan district. He studied through primary school and was married.
In 1991, he joined the organizations of the Kurdistan Democratic Party. In 1996, he became a Peshmerga in the Sidekan Army. He participated in all the battles to defend the supremacy of law in the Sidekan region. On 18 June 1998, at Mount Saqar in the Sidekan region, he was martyred in a battle to defend the supremacy of law at the hands of PKK armed men.
